A couple of points:

Whether it’s my fault as a writer or your as a reader, I think you misunderstand. A freeway itself is just something that’s been built, it can’t actually have bias. But have they been used as a tool by racists to further racist ends? Absolutely, and explicitly so.

As to your traffic ticket example, that confuses me: that’s actually one of the animating issues in the Black community and on the left. It’s not ignored, it’s being obsessed on. I’m not sure where you get your information from.

As for “helping”, helping individuals is a way to feel good about yourself, the question is whether you’re attacking systemic racism. For instance, about 90% of African-Americans vote Democratic, and I do as well. Issues with the police are at the forefront, I’m supporting police reform. When they speak, I try to listen and follow their lead rather than telling them what I think about their opinions.
