It replicates the current model of centralized power generation, but even more so. Fossil fuel plants are beyond the reach of individuals, "mom and pop" companies and local entities. Nuclear also puts it out of the reach of most states and regional entities as well. Solar power is viable down to the level of the individual. That's hard for the capitalists to control and they hate that.
That being said, where we live (Seattle area) solar panels will spend most of the year receiving no sun and growing moss. On the other hand, all that rain creates opportunities for hydro power which peaks in the winter when people need the most heat and light.
