Maybe we should try the soccer model of relegation. Split the leagues into an A and B division, and every year the bottom few teams in the A division are dropped and replaced by the top teams in the B division. Owners who want to win could buy a more affordable B league team, put in the money and effort to make them better, then move to the big time. Meanwhile the teams that are content to lose can migrate downward.
