Seriously? Civil rights laws pretty much never arise from unprecedented circumstances. Slavery wasn't outlawed because of an outbreak of slavery. Women didn't get the vote because they suddenly couldn't vote.

You've got it 180° backward - it was banned because it happened and women finally get fired up enough to push through a ban.
